My iPhone 5 wont deliver or recive messeges from non-iPhone users

Have you set Settings > Messages > Send as SMS to "On"?

Have you got an SMS (text message) arrangement with your cellular carrier? They often charge a bit extra for the ability to send/receive text messages.

im using IOS 8
and i couldnt send txt messages to anyone

its saying that NOT DELIVERED
