Thanks for the question. I understand that your iPhone 4S has not backed up to iCloud in about a month (5/9 to 6/8). The following article outlines basic troubleshooting steps for iCloud backups:

Jun 11, 2013 6:26 AM in response to mwattsonby cmailliard,I am having the same problem with my iPhone 5. It has not backed up to iCloud since May 14th. It is connected to WiFi, I plug it in everynight and it worked fine up until May 14th. Total Storage is 25GB and I have 18.3GB free. When I do a manual backup in iCloud Settings it hangs on "Estimating Time Remaining" for at least 5 minutes (I gave up). Every article I found on Apple does not address this problem or is not a factor with my iPhone.

Feb 24, 2014 7:31 AM in response to matt00by cfk46,The articles referred to do not really address the problem. They are general in nature and mostly address storage limits.
I too have had the error message that the iPhone using iOS 7 has not backed up in x weeks.
1. I plug it in every night to power with a Wifi connection. It locks in a few minutes, if I do not lock it manually.
2. I checked my storage settings and I only back up essentials so I am well below the iCloud storage limits.
I did a manual backup today and it worked fine. The automatic backup has some unresolved issues which I have not seen addressed in postings. Please refer me to a solution if it exists.
