10.8.3 click & drag

I have 2 macbooks pro. On one of them with 10.6.8 I can click and drag on the trackpad (actually tap and drag)

Now on the new one with 10.8.3 I cannot.
The only option is to enable 3 finger drag which is stupid.

Is there a way to enable tap and drag in 10.8.3?

Apple, if you read this... this was not a good idea to put on 3 finger drag when a 1 fingure gesture is so much easier.

So re-enable it.
