I am downloading all my tunes into my iphone from my pc. Already have them in the ipod, and ipad. My iPhone 4 is out of space. Can I change out the SIM card to one with more capacity. My phone has 16MB.

No - you cannot upgrade the iPhone hardware. The SIM card is not related to the memory on your iPhone - only to the memory available for network specific information.

iPhone stores no data on a sim card, so changing your sim card won't help you. If you're out of space, start deleting stuff. There is no way to increase the capacity of your phone.
Or sell yours and buy one with more storage space.
