What the lock symbol circled by an arrow mean?

I have for a number of days now a lock surrounded by a circular arrow symbol, on the top right hand of my iPhone4.

Does any body know what this means? Or can help me fix this, as it appears to be blocking updates on apps and iOS.

iPhone 4, iOS 6.1.3

This means that your screen rotation is locked. To unlock it push the home button twice. At the bottom of the screen where the apps are, swipe all the way right until you see the rotation lock button. Tap on it to unlock.
