If you have restored it as new (or can) and it is still greyed out, it needs replaced. Bottom line. There is no other way to get it to start working. If that is the our of warranty fee they gave you, that is what you have to pay.
1. Turn off cellular data (settings>general>cellular).
2. Reset network settings (settings>general>reset).
3. After the phone boots up again, you can go to settings and turn wifi on. You can also turn back on your cellular data.
How do I find out if my phone is still under warranty? I tried everything you suggested and it did not work. My phone is under a year old, but how do I prove that?
I finally got it to let me turn wifi on, however now it won't even recognize networks. It just keeps searching, every time fix one issue another pops up. This just happened within the last two weeks. This is the second iphone I have had issues with. Guess I am going back to Android.

Thanks Lawrence I found that link after I posted question. Unfortunately since I bought it as refurb it's off warranty. So now I am going to have to buy a new phone. I tried everything suggested and nothing worked.
Last resort: the anecdotal "freezer repair" and "hair dryer repair". For the first, put it in a plastic bag that you have squeezed the air out of, then put it in a freezer for 15 minutes. The other is the opposite; heat it with a hair dryer for 1-2 minutes. Some people have just left it in their car in the sun for 15 minutes.
I am not endorsing either, but there's little to use, and a lot of people have reported success with one or the other of these bizarre "repairs".
OMG I did the last resort and put it in Freezer for 10 minutes and sure enough it works now. I am stunned.
We all are a little stunned that these tricks work as they really stress the solid state devices...but, hey, they sometimes do work.
Even out of warranty the Apple store may offer an out-of-warranty replacement at a reduced price so it would be worth the effort.
it is not a hardware issue. a couple different employees at my local apple store told me "no way, it's software." I guess the memo did not make it to everyone in apple. Plus, way too many people had this happen RIGHT after the latest software update for that to be just a coincidence.
Lastly, funny how there have been no software updates for the iphone 4 recently, huh? Because that may fix the problem and then it will be obvious apple has been lying to all their customers and have sold who knows how many new phones to people who did not need them.
I have 2 iphones and both were paid for by my employer. I will NEVER buy one with my own money.
I am not sure anyone really knows just what the source of the problem certain people have had may be. I have an iPhone 4 with the latest iOS and never have had an issue. My one daughter has an iPhone 4s and likewise, no problems. Other daughter has both an iPhone 4s and iPhone 5, and her husband has two iPhone 4s's and none of those have any issues with the laest iOS versions for each.
Some of those devices having problems seem to definitely be corrected by taking software steps. Others end up getting replaced due to detected hardware failures. And in some cases the latest software seems to bring out hardware issues that do not appear with other iOS versions. All we can do on here is try to help with suggestions of software solutions, and when those don't help, have the iPhone tested for hardware failures.
Out of the some 14 million iPhone 5 users, and even greater numbers of iPhone 4 and 4s users, the number of problems is an extremely small percentage. That knowledge does not help the user who is having problems but it explains some of the corporate position being expressed.
And we are all fellow users on her, not Apple employees, just trying to help each other with technical issues, so there is nothing we can do to influence the company.
Ralph Landry1's suggestion worked for me. Thanks!
Here it is again:
Settings > Airplane Mode ON, and Do Not Disturb ON
Power down and wait 5-10 minutes
Power up
Settings > Airplane Mode OFF and Do Not Disturb OFF
You are welcome, good to hear that procedure worked for another user.
actually. that worked for about 10 minutes and wifi never engaged. is this a hardware problem or apple's fault? getting a bit frustrated.
This seems to only affect certain devices, both my iPad and iPhone have no issues connecting and auto connecting to any WiFi. So, while there are a number of users having this issue, it really is not universal.
As a last resort, backup your iPhone, then go to Settings > General > Reset > Erase All Content and Settings, and then restore from the backup.
If that does not clear up the problem, visit an Apple store genius bar and have the techs test the iPhone.
Note: there have been posts on here by users who have tried things like placing the device in the freezer, heating it with a hairdryer, placing it in the sun, and so on. Those things are really, really dangerous to the device. Any damage you do will void your warranty so please don't take anyone's advice to try those approaches. All devices have a very restricted temperature range for both operation and storage, messing around with that can cause physical damage.
