I'm having the same problem now for 2 weeks: when I want to access to my account via icloud.com, I have a connection error:

The AppleID is connected to US country (and I'm not in the US right now, perhaps this is the source of the problem :/).
Can you connect to your accounts in icloud.com ?

Try a different wifi network if you haven't already done so. The network you are using may be blocking the ports required to connect to icloud.com.
Can't connect to other WIFI network. However, what is the ports that icloud.com is using to connect ? I can open the ports in router.
At least TCP 80 and 443. Other ports must be open for specific iCloud services; the complete list is here (search page for "iCloud"): http://support.apple.com/kb/TS1629.
The other thing you might try is using a different browser such as Safari.
I think that 80 and 443 ports are always open, otherwise we can't even browse the internet. And I tried with other browsers, always the same problem. Can I contact Apple via mail? (I can't call them because I'm not in the US right now).
443 is SSL (secured connection https://) so you could browse without that being open. To answer your question, in the U.S. I believe you can only reach iTunes store support by email.
