Can I use the personal hotspot on the iPhone 4 with the iPad 4th generation which only has wifi ?

Yes, you can use the Phone as the hotspot for the iPad as long as your carrier supports it. More information here.
I have used the personal hotspot on my laptop and the current contract I have on the iPhone has unlimited Internet so am I safe to assume it will support the Internet on the iPad 4 ?? Do I simply connect the iPhone 4 to the iPad 4 using the standard USB charger which came with the iPhone?
Unlimited Internet is different than the carrier supporting the hotspot feature. I don't have an iPhone or an iPad with cellular. My limited knowledge about the hotspot is from reading support articles about it and from what I have read here in the forum.
I don't know that circumstances with the carriers have changed, but initially, the was an extra cost to enable the hotspot feature on the iDevice. I believe that Verizon was charging an additional $20 per month for the feature. Check out the support article that I posted above.
