Are in-app purchases prevented by Restrictions? Settings>General>Restrictions

NO it shows me an error as
Your purchase could not be completed
for assistance contact itunes
support at www.apple.com/support/itunes/ww/.
Then contact iTunes as the message says.
I had the same problem...tried to contact....4 days later, no answer.
I now have the same problem!
Been buying in a game I play for a long time and then suddenly yesterday I kept getting the same message.
