I bought an iphone via ebay.com from an english person. the iphone asks for the Billing Zip code and the social security code, i dont have the codes and my phone is not activating. the carrier is verizon.
what should i do?

Verzon, or any carrier requires those for an account and credit check. How ols are you?
Are you in the U.S.?
Do you have an account with Verizon?
If no to either question, you can't activate the iPhone.
I wonder why an "English person" would be selling an iPhone on an American site, which asks for ZIP code and Social Security code, neither of which are a normal credentials in the UK. And the carrier is Verizon, which is not a UK carrier? Oh dear.

Contact the seller and ask for a refund.
You bought an iPhone from someone who upgraded their previous phone to this one you have now and then never activated it. They then sold it to you and now it wants the persons billing zip and SS# to verify you are the person who bought it.
Unless the seller is willing to give you that info, the phone is worthless to you and can not be activated. You will have to get your money back from that person.
