I want get a book from my PC to my iPad by Bluetooth but not proceeding

I have a book on my PC which I want to read on my iPad . I tried to send it by Bluetooth and even when Bluetooth is on it says device object push service is not available or busy. This message appears on the blue tooth device wizard on the sending PC laptop yet the iPad is paired and recognising the laptop
