You say ...

CAN THE PERSON WHO HAS IT ... UNBLOCK the IMEI TO USE THE iPhone?

Depends on the carrier.

Not sure what you mean?

If an IMEI block has been placed for a lost or stolen phone how can it be a carrier can carrier unblock unless it has owners permission?

I mean what would be the whole point of having the IMEI blocked?

You don't say where you are located & what carrier you're using. Not all carriers offer "Blacklisting", and there is no International Blacklist. In countries where carriers participate in Blacklisting, the phone will be unusable, as a phone, in that country. Thieves are smart, and in countries where carriers participate in Blacklisting, the phones are then shipped out of the country, for resale in countries where Blacklisting is not offered.
