Are you using a valid credit card issued by a bank in your country and with its billing address there? The iTunes Store will not accept debit cards nor a credit card from outside of the country whose iTunes Store you are using. If you are using a valid credit card for your country, go here:

and follow the instructions to report the issue to the iTunes Store.
