How can I get Java for iPad 2 6.1.3?
I need Java to run on my iPad2 with 6.1.3 to use chat with my bank. What gives???

There is no direct way to install Java on an iPad, though there are some browsers that support Java in the App Store. You may want to search for them, and see if they work for you, though support is not 100%.

You can't. Java is not supported on the iPad. Java Script is supported, but not Java. Perhaps your bank has an app available in the App Store. Many, many banks have their own apps available now.
This is asking for the Java runtime environment. Can I at least run that? Should I check other browsers for that as well? Its also asking for session cookies to be enabled. Can I turn that on to get it to work, and if so how do I do it? I also have no idea how to find out if I'm running Lion, Mountain Lion or Leopard. My iPad is 6.1.3.
No. Again, you cannot run any Java apps natively on your iPad. As the others have said, you will have to look for an app for your bank or use one of the app/service combinations available (which in essence allow you to take control of a session on a computer run by the service provider that does run Java). The issue of cookies is moot at this point, though it's set in Settings -> Safari.
