Yes but Apple will exchange your iPod for a refurbished one for this price. They do not fix yours.
It's like you purchased a new car but noted a scratch. Before you could get them to fix the scratch you totaled the car and then tried to return the car for full refund because of the scratch

If you don't have the money to buy a new/refurbished one, there may be local places that fix iPod screens. Also, another option is to order a new iPod screen online (on websites such as amazon) and fix it yourself. The cost or a screen os about $30.00. Hope this helped.
