Why did time machine not restore my mail inbox?

I went to delete my mail account on an old computer I no longer use for email and I accidentally deleted all my messages from my Inbox. This in turn deleted all messages across all my devices. I tried restoring the inbox from a time machine back up from a few weeks before but it didn't work. Why? And is there anyway to get those messages back?

Mac Pro, Mac OS X (10.6.8)
