I create a contact on my iPad, but it doesn't appear on Contacts using a PC browser.

However when I create a contact on my PC browser it appears within seconds on the iPad.

Also if I edit a contact on my iPad, the alteration does appear in the PC browser.

I get the same problem with both Explorer and Firefox.

iPad, iOS 6.1.4

I found the answer !

settings>Mail,Contacts,Calendars>Contacts>Default Account must be set to iCloud
