The ipad screen appearance streaks mold (like status "bamboo root" on the DSLR camera lens)

I have bought iPad2 two years ago (3G 16GB )

Recently the ipad screen appearance streaks mold (like status "bamboo root" on the DSLR camera lens). This mold streaks increasingly spread.

Is it the manufacturer fault?

How can I fix it?

I currently live in Vietnam. I'm looking forward to your help.
