I was dumb enough to buy the upgrade for OSX Mountain Lion few days before the WWDC 2013. Now that Apple announced the upcoming release of OSX Maverick, I wonder if there is a complimentary upgrade program for Macbooks/OSX purchased within a timeframe?

Yeah, but from experience it is only if you purchased anything like 1 month before they bring out the new OS. So I think you will not be able to get into the up-to-date program.
Is there a build number on your Mountain Lion?
The "past experience" for the "up-to-date" program only applies to buying a Mac that didn't come pre-installed with the new OS, after the shipping date was announced.
So, based on past experience, no shipping date was announced, and you didn't buy a new Mac, so I wouldn't count on getting a free upgrade.
