"You have reached the maximum number of free accounts activated on this iPhone"

I bought a used iphone 4s, and when i try to activate my icloud account, it shows mw thw followin message:

"Unable to start session - You have reached the maximum number of free accounts activated on this iphone"

Is there a solution?

iPhone 4S, iOS 6.1.3

Each device can only create three free iCloud accounts. Once these are created, you cannot create another account on that device. You can only re-use one of the accounts previously created, or create a new account to use on another iOS device (running iOS 5 or higher) or Mac (running OS X Lion or higher), if you have one.
