They are different displays ... different sizes, etc.

It's retina, but not the same retina.
The most obvious difference is the iPad is much bigger at 9.5" (241.2mm) by 7.31" (185.7mm) (9.7" diagonal) and a resolution of 2048-by-1536 pixels at 264 pixels per inch (ppi)
The iPhone is 4.87" (123.8mm) by 2.31" (58.6mm) which is 4" diagonal with a resolution of 1136-by-640-pixels at 326 ppi.
