i lost phone..i called my carrier to lock my imei again i found iphone later..my carrier told its imei is already locked so no used so now can apple help me to unlock this ...please help

You mean Blacklisted? If so, only the carrier that has Blacklisted the phone can remove the phone from the Blacklist. Apple can't/won't help you.
No its not blacklisted , its just locked,,coz I had my phone insured by insurance company so carrier had locked it but later found it by police so now how can I reuse the phone,,,
Yes, it has been Blacklisted. Your Insurance company requested the phone be Blacklisted...technically, after paying your claim, they own the phone...its not yours anymore. So, you need to contact your Insurance company.

Apple doesn't have anything to do with Blacklisting.
You do realize, that if you continue to use this phone, you're, in essence, stealing it...correct? The phone is owned by your Insurance company.
