Q: How do I receive facetime calls from someone not in my contacts?

Anybody that you want to FaceTime with has to already be set up to use FaceTime on their iOS device or Mac. If they are not registered to use FaceTime on their device, they can't reach you. Of course, you must be registered and set up to use FaceTime as well.
