My Ipod will not charge, it only syncs

I have been connecting my ipod shuffle to the dock and it does show as a blinking orange light stating it is synchronizing, showing that there is power being recieved, but I do not see a continous orange light that is charging. This is supported by having no power when i try to play it 4 hours of it sitting in the dock.
