iPhone 4s takes about 10-15 minutes to send a message.

Every time i text someone, the "sending" bar goes right to the end, then when it has only a little room left till its sent, it sits like that for about 15 minutes. ive tried what i think is everything, ive restored from backup, ive done a hard shutdown or whatever its called, the only way to make them send is to reset my network settings, that way i get to send a couple texts, then have to do it all over again. my company wont do anything about it (rogers). please help, i cant take this anymore, refuse to pay for a repair, and its been happening and getting worse for about a year. ps, it happens both for imessages and regular text messages.
