Restoring from Time Machine

I had to install a new hard drive and I could only get my machine up to 10.6.8. I can't restore from Time Machine because my machine's OS is not high enough. How do I reload OS 10.7.5 after already purchasing it once.

MacBook, Mac OS X (10.7.5)

I recommend signing in to your Apple ID you purchased OS X 10.7 on and downloading it, then follow this guide to make a bootable (thus installable) USB Lion Flash Drive (usb stick):

Thanks but I did sign in on my Apple ID hoping to find the Lion 10.7 download available. It's no longer there. I just tried the Command R startup three times and it would not show the Recovery Utilities window the article refers to. I also just tried to make a bootabe flash drive but could no locate "Install Mac OS X Lion.app" I WILL NOT PAY another $19.99 for the very same purchase I already made. Very frustrated. I have been working on this problem for at least four hours now.
