Can't type !@# into browser fields (shift 1-3)

I searched but didn't find this already posted. I have a 17" Macbook Pro (Late 2011) running 10.8.4.

When I open Safari and need to log into a website I type username@email.com but only usernameemail.com shows up. I have to click on the address bar, type @, and then copy/paste it into the field. I've tested and only shift 1-3 don't work, the rest are fine. I'm usually privacy/security conscious so I suspect a security setting is the cause.
