I bought an Ipad from Verizon last year it was supposed to be the iPad 3 or the iPad with Retina Display. It has the old charger not the new one did they release a new model after the original iPad 3?

The 4th generation uses the new charger. There is no discrepancy among chargers in the 3rd generation iPad.

Yes. That new release is the one with the new (lightning) charger. It's otherwise quite similar to the iPad 3 that you have.
The iPad 3 comes with a 30 pin charger cable.
The iPad 4 comes with a Lightning charger cable
