If you have everything up-to-date and with the correct iPhone build, then you may be having problems with your hosts file.
Very sure this will fix the issue: http://osxdaily.com/2011/11/03/fix-this-device-isnt-eligible-for-the-requested-b uild-error-in-itunes-when-updating-ios/
solved for me, cheers
Why can I not see this post??? I need the answer to this question??
Use the link in iPhoneFreakPR's post.
I did, but that post did not apply to my situation and I cannot get to the link in RajaRani's post to view the last post that he mentions...

I am going to assume you are getting the error 4027 when trying to update/restore iOS 7. I'm also going to assume you are not a developer who is legitimately using iOS 7. So if you foolishly have tried it anyware from one of the many fraudulent sites out there what you need to do to resolve your problem is put your iPhone in DFU mode and Restore it from backup on your computer. This will return it to iOS 6.1.3 or 6.1.4 depending on the model iPhone you have.
Well, I am trying to do that, but I actually am a registered developer who obtained it all legally through the Apple developer site, which is why I am confused...
The only references I can find to this error has people getting flamed for bringing it up outside of developer forums... But the issue is on iOS6, so nothing that I can find within the developer formus applies... (if I could even get to them, since they are down...)
I have 6 other devices, including another Verizon 4S working properly, just this one is having the error...
Did this particular phone ever have any of the Betas on it?
And you might try the suggestion in the last post here: https://discussions.apple.com/thread/4020705?start=0&tstart=0
I installed the beta 2 on it about a month ago, but the updates have never worked, the phone has always indicated that iOS7 was up to date even though it never performed an update, so clearly sopmething was wrong.
Because of this I downloaded Beta 4 and attempted to update it manually, but I got that error, at which point I connected the iPhone in RM and restored it, which brought it back to iOS6.1.3 (which I did not expect)... and I continue to get the 4027 error now...
I was able to get the update to perform!!
I restored the phone to 6.1.3 again, after which I quit iTunes and re-opened, then attempted the Update again while holding the option key and browsing to the appropriate IPSW file, this time it worked appropriately.
Thanks for your input!
Glad to hear it, develop something great!
I'm having this same issue and I'm not able to get iOS 7 Beta 4 installed because I keep getting the same 4027 error.
Why isn't there a specific error message for this?
I downgraded to iOS 6.1.4 after the iOS 7 Beta 1 debacle. Would that be causing this issue?
I was getting 4027 too. Downloaded the latest beta of iTunes (11.1 as of August 2013) and it resolved the issue.
