I would like to be able to auto scroll or coast in some of my apps. Is that possible without downloading a third party app? Are there any reliable free apps for this feature?

Have you tried the arrows on the bottom right of the pane in the time line, in some applications there are no arrows but if you place your cursor where there would be arrows like Reader and others click it will scroll.
