It starts with But i have to enter the restrictions passcode.
If this isn't referring to an old question and you don't know the restrictions passcode,
You will need to restore your iPod to factory settings.

Custom songs that you may have put on your iPod on your own through iTunes will not download from iCloud.
You will have to put those back on manually yourself.

- Restore from a backup that was make before you added the Restrictions passcode. If you restore from a backup made with the Restrictions passcode the Restrictions passcode is also restored.
- Restore to factory settings/new iPod.
