Q: Face Time, Ipad 4 from the UAE

Hi I just bought an Ipad 4 from the UAE and it doesn't have face time. Can someone please tell me how I can install face time onto my Ipad?

All iPad from the UAE have FaceTime disabled. You cannot install or download FaceTime.

FaceTime is permanently banned on iDevices sold in the UAE. This can not be changed.
