Thank you for the question and I will do my best to help. I see that you have processed numerous troubleshooting steps on your own. There are only a couple others that I could recommend.

I am including a second article as it has a couple steps not included in the article above. See the section labeled Blocked by configuration: (Mac OS X/Windows) > Windows > The hosts file may also be blocking the iTunes Store.

As a last resort, there might be a conflict with your security software resulting in this issue.
