Mobile account Permissions "fetching" issue

Create a mobile account on a macbook unibody (10.7.5) *(data is being created/routed to Replica 10.8.4 of a 10.8.4 master)

I noticed that users data was not there when i tried to create his account on a different computer. ( I did log out of his primary computer, so no double log in)

Users data is not there. In info on desktop & documents folder for user just shows the "icon" & says fetching where there name should be.
