i dnt hav the wifi hotspot menu on my iphone 5, i was told to back up my phone and restore it and it would be there, i did that and lost some info but the menu is still not there, ANY HELP

It only appears there if you have provisioned tethering/hotspot with your carrier, and you carrier provided a carrier settings file to Apple.
