Q: When I sign in to install a app it says to sign in to view billing information, then it says payment method declined  because there is a billing problem with a previous per chase? What can I do?

Can't install apps because there is a billing problem with a previous purchase so when I login to view billing information and ok it, it says declined, how do I cancel the previous purchase? An will I be able to install apps again?

iPhone 4, iOS 6.1.2
