If I bought an iPad mini, I downloaded some programs like pages or quickoffice and I am going to change my iPad for another, how could I restore the characteristics for the first iPad and download again the programs for the new one without pay for them again?

The programs (Apps) are linked to your Apple Id. As long as you use the same Apple Id you can put the apps on as many of your devices as you wish (at no additional cost)

How could I do for restore the iPad characteristics? I mean, to let it like brand new
Back up your (old) iPad then when you get your new one you can restore that backup to it.
But, I am talking about letting the old iPad like it comes from factory. Factory restore
Go to Settings>General>Reset>Erase all content and settings
Only do this when you are sure you have finished with the iPad (and you have a backup)
