Q: Can I update Apple TV software offline?

I have Apple TV 3rd generation with firmware 5.1.1 and I want to update to 5.2.1 (up-to-date currently)

I have firmware downloaded using a download manager as I have slow and unreliable internet connection.

I do not see any documentation mentions that. I want to know it is possible or not.

The only ways to update are directly or restoring via iTunes (which loads the most recent firmware)

When connect according to the page you described, my Apple TV 3 is in recovery mode. :-?

When I update, iTunes says

The Apple TV "Apple TV" could not be restored. This device isn't eligible for the requested build.
