Q: My 4S slowed down considerably after the IOS 6.1.3 update.   Will this update make that better/worse?

Itunes wants to update my carrier settings.  My 4S slowed down considerably after the oos 6.1.3 update.  I dont know whether its the update or the way the apps interact but my battery runs down much much faster now.  Will this update make that better/worse>

I suspect the biggest problem is the lack of support for older devices.
