Symptoms

Your iPhone may display one of the following messages when you attempt to activate it:

  • "Your iPhone could not be activated because the activation server is temporarily unavailable."
  • "The iPhone is not recognized and cannot be activated for service."
  • "iTunes was unable to verify your device."

Resolution

Perform the following steps if you receive one of the messages above:
  1. Restart the iPhone.
  2. Try another means of reaching the activation server and attempt to activate.
    • Try connecting to Wi-Fi if you're unable to activate using a cellular data connection.
    • Try connecting to iTunes if you're unable to activate using Wi-Fi.
  3. Restore the iPhone.

If you receive an alert message when you attempt to activate your iPhone, try to place the iPhone in recovery mode and perform a restore.

This answers it. Someone that you had working on the devict in Russia has put an illegal copy of iOS 7 on the device. This is why it will not activate since you are not a registered developer. Also, in doing so, it has voided y our warranty and has relinquished your ability to get help here on the forum.


Also, your technical support is provided by local carriers, not by Apple. That is explained here http://support.apple.com/kb/HT1937

Your phone is hacked and has an illegal version of iOS on it. The only way that version could get on the phone is if someone downloaded a pirated copy and installed it. It was first activated in January, 2013, but iOS 7 beta has only been available for a month, so someone has hacked it within the past month.


The Next policy ID means that if you connect it to iTunes on your computer and Restore the phone it should become unlocked. But since it has been hacked that probably won't work.


And, as you have been told before, you should NOT post identifying information such as ICCID, SN or IMEI in a public forum where dishonest people can easily use it to steal your identity.
