I can not activate my iphone and is reported as "unknown Device" , Please help.

Most likely, your phone was previously hacked to carrier unlock. When you updated, the hack was removed and the phone became re-locked to its original carrer. It will now activate and operate only with that original carrier.

Your iPhone was jailbroken in order to unlock it. Now that you have updated it you are now relocked to the original carrier. You will need to call AppleCare, give them the model and serial number and find out who it is locked with. Then contact the cell provider and ask what their official unlock policy is.

I would not trust the online IMEI sites at all.

You have not told us who you bought the phone from. An individual? A store? Off the web? If not an individual, what specific entity was it?

This answers it. Someone that you had working on the devict in Russia has put an illegal copy of iOS 7 on the device. This is why it will not activate since you are not a registered developer. Also, in doing so, it has voided y our warranty and has relinquished your ability to get help here on the forum.

Your phone is hacked and has an illegal version of iOS on it. The only way that version could get on the phone is if someone downloaded a pirated copy and installed it. It was first activated in January, 2013, but iOS 7 beta has only been available for a month, so someone has hacked it within the past month.

The Next policy ID means that if you connect it to iTunes on your computer and Restore the phone it should become unlocked. But since it has been hacked that probably won't work.

And, as you have been told before, you should NOT post identifying information such as ICCID, SN or IMEI in a public forum where dishonest people can easily use it to steal your identity.
