Settings>General>Reset>Reset all Settings. This will not loose data :-) Hope it works!

Phone purchased in UAE or KSA have facetime disabled by the governments there.  Where di doyu buy the phone?

Well some Arab countries do not have it because of government regulations.

Read this http://support.apple.com/kb/ht1937 and look at middle east countries.  Check with your carrier and you will find the answer. There is no way to activate facetim eon your phone
