stuck on apple logo which then changes to low battery symbol and back to apple logo repeatedly, HELP

hi, im having problems with my 4S, Its stuck on the apple logo and then changes to low battery symbol and back to the apple logo, i have tried everything i cant put it in dfu mode or recovery mode because i cant restore because i get error 1611, could this be a battery fault ? thanks
