Q: We are going around in circles - iCloud says my Apple ID is valid, but is NOT an iCloud ID and will NOT help me create an iCloud ID. Here's the screen shot

Here is the screen shot: - OH, WELL, THAT'S JUST GREAT!! IT WON'T ACCEPT A SCREENSHOT EITHER.

iPad 2, iOS 6.1.4, PC running Windows 8

To enable iCloud on your Windows PC,
first set up iCloud on your other devices,
then install the iCloud Control Panel for Windows...

iCloud is fully set up and running on my iPad2. But still will NOT - NOT - set up on Windows 8 (i.o.w. the sitaution remains unchanged - it recognises and accepts as valid my Apply ID, but still tells me it is NOT an iCloud ID)

Neither of those links go to an recruitment agency, I just tried them. Your PC may have become infected with a PC virus.

Could you type normally please.
