If I have my iCloud set to back up my information through notes, when i am out and about just making lists on the notes app is there anyway that iCloud can be set up to automatically make changes to notes online? Or do you have to go through a manual back with the cord and the computer or can you do it with just the phone and a wifi signal?

I believe iCloud works on Wi-Fi only. But if iCloud is set up and turned on and you have selected Notes in the iCloud settings, any note you make on one device will be copied to your other devices using the same iCloud account. You might have to wait until you get to a location with Wi-Fi and it usually takes a minute or so for the notes to go from one device to iCloud and then from there to the other device.
