App Store Problem 'Payment Declined' (big problem)

I have an iPad 3, which is updated to 6.1.3 (I have heard there is 6.1.4 but it will not update me, tells me it's all up to date when I try)


Saturday night, I went to update my apps and a notification came up saying 'Tap Continue and sign in to view billing information'. So I signed in and then another box popped up with payment details.


In red at the top, I get this message:


'There is a billing problem with a previous purchase. Please update your payment method'.


This is odd for two reasons:


1) I haven't actually purchased anything in a long time, and I know for a fact that the app store and itunes do not allow you to buy things unless funds are present in your account. The only thing I've downloaded are free samples of a couple iBooks.


2) I am putting in the correct payment details in an attempt to fix the problem, yet it is still declining it (it just says 'your payment method was declined', but it isn't giving any more information.


I cannot update any apps or even download free apps. My iPad is effectively frozen to anything new and I don't understand why. As I say: nothing has been purchased on this iPad or on my computer in a long while, and those things I have bought before are of course already paid for.


This is very concerning. What is going on? I can't find anything specifically related to my problem anywhere.


I would appreciate responses from people who know the answer: conjecture sadly won't help much here!

I have the exact same problem as you right now except it's with dropbox.

The App Store won't let me download or update anything. I did a payment with a MasterCard and it's telling me the exact same thing as you and I can't download anything.

So if you got the answer PLEASE let me know asap ! ;)

When are you looking for the 'none' option ? It won't show when trying to download something.

PayPal is only available in the US, if that is where you are try using your computer's iTunes and see if it shows as an option (I don't think it can be set up on an iOS device). Or if you currently have a debit card on the account see if you can remove it : Change or remove your Apple ID payment information in the iTunes Store - Apple Support

I have had this problem over 3 times because if you put a finite card on your apple account, when you hit the limit, apple charges your account still and until you put something that has money on it, you can't update or buy any apps, so I would suggest to make another Apple ID to be able to update and buy apps until you have money to "pay" for your "overdrawn money on your account".

STOP DOING THIS TO YOUR CUSTOMERS, APPLE! Have had this problem many times. Some of us live PAYCHECK TO PAYCHECK, and this is rediculous! If I am trying to download a free app I should not have to update payment info. This is only one reason droid is blowing up while Apple is going down. Quality of the consumers experience with your products is dropping drastically lately... just STOP. This would be an extremely easy change on your part and would save many of us a huge headache/ waiting until payday to download or update free or OWNED apps.

I do not have a credit card and I'm having this same problem. What do I do if I don't have a credit card and all I have are debit cards. I seen on one of the posts that PayPal is accepted but it doesn't give me the optional to put my PayPal email address I have a PayPal debit card and I tried that as well and still got the same error message payment declined while trying to download a free app what is going on I have never had this problem before

I have had the same problem a few times. The issue is the balance on your debit card. They look for a minimum amount to approve your card. I figured this out after paying for something, bringing my account to a balance below five dollars. Apple then asked for me to re-enter my card information,of course, it didn’t work. After this I deposited an amount over 20 dollars( I am not sure this is the minimum) and it suddenly accepted my card information. That’s Apple for you folks!!

I’m having the same problem with my iPhone. I tried to update billing and maybe it would reset even though it is not expired or overdrawn and it tells me the security code on my credit card is invalid. It’s not I use it all the time. I tried entering another card and same thing happened. I just want to update my apps which have already been paid for or were free in the first place. Our family iPad let’s them update no problems and so does my husbands phone. All of which use the same billing.
