There are three Airport resets, soft, hard and factory default. It would probably be beneficial if you tried each one in sequence. Actually, you could jump to the factory default reset if you don't mind reconfiguring from scratch.
If none of the above helps, you may well have a harware problem.
Not sure what you mean by "turn on".
If the AirPort Express indicator light does not come on at all, trying various resets will unfortunately not help.
The AirPort Express has died, and it will need to be replaced.
Another possibility is that the electrical circuit into which the Express is plugged has a tripped breaker or blown fuse.
How do you perform the three resets you suggested?
I have a 2007 Macbook Pro, and all of a sudden today the wireless symbol is blank and when I go to Network diagnostics it says to turn wifi on. Click the button and nothing happens (and yes, I unlocked to allow changes). Afraid it is just old and gone, but it is also possible that the entire logic board is going because of some other issues, but if you could please tell me how to reset, I would love to try doing it! The resets that Philly_Phan is referring to is for the AirPort base station, NOT the AirPort wireless built-in your MacBook Pro.
I suggest that you start a new post so that you can get a potential solution for this issue.
