iTunes Store where? A device (iPhone, iPad, iPod, etc.) a computer (Mac, PC)?
What download button? The little cloud next to a specific song? What do you mean by "deactivated"?

I tried to download purchased music to my PC. The help menu say's to go to the purchased music page in your account and there is a download button next each item. However, when I try to click it, nothing happens.

What country are you in? Not all countries allow you to redownload past purchases. Here is a link that will show you if your country allows this:

Have the same problem. The country is the USA.
USA permits re-downloads.
So do you have another suggestion? Here's what Apple support says:
"click the iCloud download button next to each item to download them one by one, or click the iCloud Download All button at the bottom."
Unfortunately there is no "iCloud download button". Did a google images search for same, and it's definitely not there. What is there is a greyed-out icon which says "Downloaded." Click on this and the only option is "remove from list."
