I have this sony viao laptop that has this viao care control center under power management that controls the charge only to 80% can actually prevent battery degration..I wonder if it is also applicable to Iphone 4s?..

You can charge it to 100% without any worry or problems. The iPhone charging circuitry will regulate the charging current to a level which is safe and satisfactory for it's needs, and then will regulate the charging current to a mere trickle when it approaches 100%, so it will not over-charge.
In both cases for both devices-that's the most ridiculous thing I have ever heard.
