I was charging the ipod touch. After I finished charging, I removed the ipod. The charger was still conneceted to the power point. After few minutes the charge blew up. Looked like a fire work. Burnt the charger, the carpet and the another power point.

Ipod charger blew up.

Electrician said, we were lucky not to burn the whole house? Are apple chargers are really safe?

What are my rights to get it fixed by Apple?

Apple chargers are safe, but any electrical component can fail. There are a couple other posts about charger failures in the More Like This grouping to the right of your post.

Apple will most likely replace your charger but you will need to take it to an Apple store genius bar or contact Apple support at https://expresslane.apple.com or at the appropriate support number in http://support.apple.com/kb/HE57 but as to further damages compensation you will have to deal with Apple and their legal department, contact informat in the US is at http://www.apple.com/contact

Note that we are fellow users on here and not Apple employees so cannot speak for Apple, only guide you to the points of contact.

My son just had the same thing happen to his iPod. iPod 4, using an Apple charger, in a brand new home (5 months old). The outlet, charger and the iPod are ALL charred! Apple has always been good to us, but this one freaks us out a little - looks like it could have been so much worse if we wouldn't have been home, or if he wouldn't have heard it pop.

Apple is usually pretty good about taking care of things like this. If you haven't already, call their support number at: 800-275-2273 and tell them what happened. They will ask you a string of questions about the whole business and also mention you have photos and refer them to your post here. I feel confident that Apple will take care of it quickly.
