Does Time Machine save things which are no longer on the computer itself?

My mac suddenly said it was nearly full and then stopped working that day- a repairer emptied the mac + reinstalled applications. I have retrieved some of my work from my external HD which TM had saved-but am afraid to put it all back as the mac will overfill again....will the TM backup save it all, even as time goes by and old backups are deleted?
